Mit dieser Einführung wird die Reihe Grundriss Allgemeine Geographie um ein weiteres Werk ergänzt, das die Thematik kompakt vorstellt und sich genau an den Bedürfnissen des Studiums orientiert. Die aufwändige farbige Gestaltung des Bandes mit Abbildungen, Karten und Schaubildern fördert die Aneignung des Wissensstoffes und erleichtert das Erinnern des Gelernten in Klausur- und Prüfungssituationen.

This study shows that in the past decades retailing in Germany experienced profound changes in the supply structure combined with massive shifts in shops' locations. Until the end of the 1950s the locational structure was decisively influenced by the spatial distribution of demand. Changes in demand, especially due to consumers' increased mobility, gave retail businesses a relatively free choice of locations. In more recent decades spatial development was mainly determined by changes in the types of retailing and their typical locational preferences. During this period, new non-integrated shopping locations developed and there were trends of thinning out in scattered locations and of a decrease in importance of the integrated subcentres. Since these shifts have adversely affected the centres' structure and have conflicted with social and political goals, planners and politicians have increasingly taken account of spatial development in retailing. They try to minimise the negative effects of the restructuring.

Analysing the ongoing changes and dynamics in rural development from a functional perspective through a series of case studies from the global north and south, this volume deepens our understanding of the importance of new functional and multifunctional approaches in policy, practice and theory. In rural areas of industrialized societies, food production as a basis for growth and employment has been declining for many decades. In the Global South, on the other hand, food production is still often the most important factor for socio-economic development. However, rural areas both in the industrialized north and in the global south are facing new challenges which lead to significant changes and threats to their development. New forms of food production, but also new functional (e.g. housing or business parks) and often multifunctional approaches are being discussed and practiced yet it remains unclear the extent to which these result in better or more sustainable development of rural areas.

The diffusion of supermarkets in developing countries has profound implications – not only for existing retail stores and informal vendors but also for millions of producers and intermediary traders in the respective supply chains, and for consumers in these countries. Overall, societies are likely to gain from retail modernisation, given that it implies the use of new technologies and exploitation of economies of scale, and thus results in higher productivity, increased convenience and lower consumer prices. However, the fast roll-out of large foreign retail chains in poor countries with very traditional and low-productivity production and retail structures has the potential to destroy the livelihoods of thousands or even millions who currently earn a decent living through traditional farming or intermediary trading or sales. Moreover, manifold trade-offs need to be taken into account: what benefits certain producer or consumer groups may harm others. Developing countries and their international development partners therefore see the challenge ahead as one of managing this transformation in such a way that the harsh effects of structural change are mitigated and local stakeholders have sufficient time and opportunity to adapt to the new business environment. Ignoring retail modernisation and trying to keep modern retailers out of national markets is neither desirable (because the productivity effects will fail to be realised) nor feasible in the long term (due to the prevailing overall trend towards trade and foreign direct investment liberalisation). Delaying the inevitable adaptation of local retail systems to international best practices may imply higher adaptation costs in the future. The challenge is to proactively shape the way national systems adapt to the global retail revolution. Despite the far-reaching impact of the supermarket revolution, this challenge has so far hardly been debated in development policy circles. This omission is possibly due to the cross-cutting nature of the topic: managing the supermarket revolution concerns agricultural development, urban planning and consumer protection alike, and there is usually no central authority or coordinated system for managing the process. Likewise, only a handful of donor agencies tackle retail modernisation, and those that do mainly focus on the micro level – e.g. by training small farmers rather than assisting in the development of comprehensive strategies. Our study reviews a wide range of policy options. It shows that governments have significant leeway for shaping retail modernisation in an inclusive way. Developing country governments display very different attitudes towards retail modernisation and liberalisation, ranging from unconditional liberalisation to bureaucratic overregulation. We argue in favour of a sequenced approach that, on the one hand, supports productivity development and competition and, on the other, fosters technological learning and applies safeguards for the poor. Working collaboratively with retail corporations is, of course, a key element of such an agenda, but this study also presents a host of additional intervention options. It also highlights the potential contribution of donor agencies, which can bring in international expertise, facilitate dialogue and strategy-building, and encourage pilot projects with corporate partners. Furthermore, it introduces the concept of inclusive business and documents how retail corporations can contribute to host country development and improve their performance and corporate image at the same time.
The technology park Berlin-Adlershof as an example of spatial proximity in regional economic policy

Abstract Since the 1990s spatial economic policy increasingly tries to encourage the development of innovative firms especially in selected locations like technology parks. Spatial proximity in these locations should lead to the development of competitive clusters. The technology park Berlin-Adlershof is one example for this new approach of spatial economic policy; today it is - according to the number of employees - one of the largest technology parks in Europe. This paper discusses to what extent spatial economic policy has contributed to the development of an interlinked cluster. First elements of spatial economic policy will be evaluated according to the network and cluster approaches. Then general considerations of cluster development will be confronted with the development path of Berlin-Adlershof. Finally the extent of network formation will be discussed. The economic dynamic in Berlin-Adlershof shows that a proximity-oriented approach of spatial economic policy has been successful. Spatial proximity has encouraged the development of networks between the units, but up to now networks between science and business are not very strong

Einer der auffälligsten Teilprozesse der Suburbanisierung war die Entstehung von Versorgungsstandorten des Einzelhandels am Rande der geschlossenen Bebauung oder in nicht integrierten Lagen des Stadtumlandes (Abb. V). In Westdeutschland entwickelte sich dieses neue sekundäre Versorgungsnetz des Einzelhandels über einen Zeitraum von vier Jahrzehnten. In der ehemaligen DDR gab es dagegen keine suburbanen Einzelhandelsstandorte. Nach der Wende jedoch verzeichneten die ostdeutschen Länder innerhalb weniger Jahre einen geradezu explosionsartigen Verkaufsflächenzuwachs im Stadtumland. Heute ist in beiden Landesteilen die Einzelhandelssuburbanisierung in quantitativer Hinsicht weit fortgeschritten, so dass qualitative Veränderungen der Angebotsstrukturen besondere Bedeutung gewinnen.

Despite being the third largest industrial agglomeration in the world before World War II, Berlin was faced with an economic void after the partition and reunification of the city with many abandoned and alienated commercial and industrial spaces in a compact urban fabric. What has happened with this commercial and industrial heritage over the last 30 years? The main rationale behind this article is to show how Berlin planned and developed some of these spaces through the Zukunftsorte strategy by preserving its historical sites and modernizing its commercial and industrial base. As part of this undertaking, the article combines insights from urban planning and regional innovation studies. Methodologically, a two-step approach is applied: First, the article conducts an analysis of fundamental planning frameworks and technology/innovation policy trajectories with regard to commercial and industrial spaces; second, a multiple-case study analysis of selected <em>Zukunftsorte</em> (Adlershof, Marzahn, Schöneberg, Siemensstadt) is carried out to test whether and to what extent those spaces are supported by planning frameworks and exhibit components of what we coined territorial ecosystem models. The data compiled stems from 15 years of work engaging in various planning and policy steering committees, individual or joint research projects, personal interviews with relevant stakeholders, and regular field observations. The findings suggest that Berlin’s strategies towards commercial and industrial spaces need to integrate highly contextual approaches since size, progress, operation, means, and timelines of <em>Zukunftsorte</em> vary substantially. Whereas Adlershof is a well-functioning network of business, academia, planners, and policymakers with preliminary attempts to embed those stakeholders in residential neighborhoods and the European Energy Forum in Schöneberg—which can be described as a miniature living lab of Adlershof—the other investigated <em>Zukunftsorte</em> do not yet deserve to carry this name.

Based on this background it is outlined where the authors see new conceptual and applied perspectives for research in these areas. The individual articles of the special issue are introduced and it is discussed in how far the papers of this special issue can contribute to the aforementioned new research perspectives.

Grocery retail internationalisation in developing economies is a dynamic process that began just a decade ago. It was initially dominated by a North-South expansion of large retail MNE from Western Europe and North America. Hereby, only a limited number of grocery retail chains expanded to these markets, typically with formats such as hyper-/supermarkets. Super-/hypermarketisation is, however, no longer only a peculiarity and a dominant pattern of a North-South expansion, increasingly retail grocers from the Global South are both setting up similar types of stores in their home markets and gaining a foothold in neighbouring countries at the same time, leading to a new pattern of South-South expansion. Elaborating upon the crucial conditions for grocery retail internationalisation in general, the article analyses rationales, formats and selected companies that piloted this process, followed by a closer look upon the characteristics of spatial patterns in the expansion process. The latter were heavily influenced by spatial and socio-cultural proximity in the early days, whereas currently regionally and culturally more distant markets are penetrated.

Eine kompakte und funktional durchmischte Stadt wird als urbanes Modell wieder angestrebt und das Leitbild âStadt der kurzen Wegeâ ist ein Ausdruck dieses Ansatzes. Die Motivation für die Entwicklung des Leitbildes hängt eng mit Raumstrukturen, die in der Suburbanisierungsphase entstanden sind, und ihren Effekten (z.B. Flächenverbrauch, Anstieg von Verkehrs- und Umweltbelastungen) zusammen. Die Beiträge untersuchen Alltagsmobilität in den Bereichen Einkaufen, Freizeit, Wohnumfeld und Wohnmobilität in unterschiedlichen Quartierstypen Berlins. Auf der Basis umfangreicher quantitativer und qualitativer Befragungen wird untersucht, inwiefern das Mobilitätsverhalten der Bewohner mit dem Planungsleitbild einer Stadt der kurzen Wege konform geht.

The structure and locational system of retailing in Germany faced during the last decades a profound change. Important factors were on the supply side the appearance of new formats of retail stores, the enterprise concentration process and the progressive internationalisation. They not only changed the supply-structure but in addition induced a shift in the importance of retail locations. Very recently consumer behaviour undergoes alterations linked with post-fordist individualisation of shopping motivation and of spatial orientation towards different centres. These changes induced a shift towards attractive centres and sub-urban locations while scattered locations are under strong pressure.

A brief history of geographical associations in Germany

The economy transforms much more slowly and much more path-dependently than suggested by economic theories and Löw and Knoblauch’s concept of the refiguration of spaces. This chapter provides an alternative to other prevailing explanations for this sluggishness of spatial transformations: the spatial and temporal coupling of institutions. Using the example of consumer–retailer interactions in West German cities, we show (a) how consumers (demand side) couple shopping with other everyday activities and (b) how retailers (supply side) couple their outlets with other retailers and social institutions, but also (c) how demand and supply side are coupled and (d) how this coupling is embedded in the material urban structure, (e) which in turn is at the root of the slowness in spatial transformations.

Abstract The general process of internationalisation of knowledge intensive business services (KIBS) is widely recognised, but knowledge of the forms, motivations and spatial patterns of this type of internationalisation remains limited. This article addresses this gap by comparing the sectors of legal services and engineering consulting, which differ in their specific service characteristics. Based on an analysis of the office networks of international firms, we attempt to identify typical patterns of international expansion and examine the heterogeneity among the firms in both sectors. We reveal that the specific service characteristics, especially in terms of knowledge and client relationship, influence significantly the spatial outcome of international expansion. Also the country of origin with its particular institutional environment may affect the opportunities of, and targets for, expansion.
