Much of the empirical research on urban sprawl has been carried out in North America and most theoretical studies on this problem have been concerned with expanding urban areas. This study differs, firstly in that it is concerned with sprawl in two European cities, Liverpool in England and Leipzig in Germany, and secondly because both these cities are in decline. This presents an opportunity to explore whether the process of urban sprawl is somehow specific in a situation of urban decline and what its outcomes might be for both urban form and urban policy.

Abstract Urbanisation is one of the major driving forces behind the formation of today’s land use systems. It almost always involves the conversion of land use from non-urban to urban uses. A great deal of contemporary urbanisation has been characterised as urban sprawl, i.e. a highly extensive form of land take for urban uses having environmentally detrimental effects. However, urban land use change can occur in relatively diverse forms in terms of layout, building density and speed of change, to name but a few aspects. In recent decades, researchers have made substantial progress in empirically addressing the various forms of urban land use and its change over time. As a consequence, the global dimension of urbanisation-related land use change is now on the agenda of policymakers and researchers worldwide. In order to provide an overview of the many geographical, environmental, sociological and political aspects that are relevant with respect to urban land use change, this contribution strives to make (1) some conceptual clarification regarding the notions associated with urban land use change, before (2) highlighting its (economic, social and political) drivers, as well as its (3) impacts. The text then moves on to (4) briefly systematising the instruments and strategies that have been put in place to cope with urban land use change. Finally, (5), we reflect on the current state of the art regarding research and policies on urban land use change.

Zusammenfassung Innerhalb der Humangeographie erscheinen Angewandte und Kritische Geographie oft als zwei getrennte Welten, die vermeintlich kaum inhaltliche Berührungspunkte haben, geschweige denn ein geteiltes Anliegen verfolgen. Implizit steht dabei die Annahme im Raum, dass zwischen beiden Forschungsperspektiven grundsätzliche Widersprüche bestehen, welche die Suche nach Gemeinsamkeiten erschweren, wenn nicht sogar von vornherein zum Scheitern verurteilen. Dementgegen wollen wir in diesem Beitrag auf der Grundlage unserer eigenen Erfahrungen im Deutschen Verband für Angewandte Geographie (DVAG) sowie innerhalb verschiedener Zusammenhänge der Kritischen Geographie der Frage nachgehen, inwiefern ein intensiverer Dialog zwischen den beiden personell und institutionell bislang relativ getrennten Welten der Angewandten und der Kritischen Geographie möglich ist bzw. wie beide zueinander finden können.

Fresh Wind or Hot Air—Does the Governance Discourse Have Something to Offer to Spatial Planning?

Governance is broadly speaking about the regulation of publicly relevant affairs. In this respect, spatial planning is certainly a part of governance. This article explores whether spatial planning can benefit from the rich debates that have evolved around the governance concept. It provides an overview of the principal variants of the governance concept and discusses their potential implications for planning. Using a concrete planning case, the article explores whether the governance concept can help to acquire a systematic understanding of planning reality. The article concludes that spatial planning can benefit from using governance as both a conceptual reference for reflection on planning action and an analytical tool for the study of concrete planning practices. Its utility as a normative guideline for spatial planning, however, is limited.

The contribution provides a basic introduction to the topic. It outlines the term ‘slum’, details the challenges associated with this form of settlement in the literature and the public opinion, and profiles the development approaches and solutions to overcome the problems associated with the slum phenomenon. The principal aim of the article is to illustrate that there are different approaches to define, assess and solve the problems of informal settlements and their inhabitants. The paper emphasises the complexity and variety of slums worldwide as well as the controversial perspectives adopted towards them. It shows how the normative framing of different actors associated with the ‘slums of hope’ and the ‘slums of despair’ and shaped strategies and action to resolve and overcome the material, social and institutional challenges of the slums.

Massive expansion of urban areas is not a new experience to Latin American cities. However, the profound social, ecological and economic implications of urban sprawl are only today starting to become a major concern in the continent's big agglomerations. By taking Santiago de Chile as an example this paper discusses the challenges posed to urban governance by urban sprawl. It fi rst summarizes recent trends in residential housing production where large scale residential 'megaprojects' have become highly signifi cant. Second, by looking at these trends from the perspective of the international sprawl literature it fi nds that urban sprawl in Santiago is largely driven by policy and decision making. It thirdly constructs a basic analysis of sprawl governance in terms of actors, institutions and their interplay on the basis of the few existing studies and the author's own ongoing research. Finally, the paper suggests some entry points and broad strategies to address sprawl.

Most classical models of urban development conceptualize suburbanization and reurbanization as opposing processes of in- and out-migration. The article at hand starts from the understanding that this linear interpretation of migration figures falls short of the mark. Drawing on different approaches to operationalize reurbanization, case-specific migration-data from Berlin illustrates a population development where decline and revival do not exclusively happen at either the urban core or the city’s fringes, but can be observed throughout the city region. The paper concludes that seemingly contradicting urban dynamics, such as population gains and losses in different parts of a diversified spatial system such as the city region result from the same land and housing market processes which favour and disadvantage different social groups and neighbourhoods, respectively. This observation calls for a dismissal of mono-linear policy approaches in urban governance and planning, so as to address both macro- and micro-scale disparities in a fair manner and to prevent the neglect of the latter.

Urbanisierung ist eine treibende Kraft des globalen Wandels und globaler Nachhaltigkeit. Vor allem Megastädte sind Verursacher und Betroffene dieses Wandels. Der vorliegende Beitrag untersucht die Nachhaltigkeit der Metropolregion Santiago de Chile. Er stellt ein integratives Konzept zur Analyse und Bewertung von Nachhaltigkeit vor und zeigt die Anwendungsmöglichkeiten am Beispiel der Wasserversorgung und des sozialen Wohnungsbaus. Dabei untersucht er sowohl die derzeitige Situation als auch zukünftige Entwicklungsszenarien.

Taking Santiago de Chile as an example, this practice review explores urban policy-making and spatial planning in a globalized city. Based on an empirical study, it presents insights into the experiences, observations and recommendations of urban development stakeholders from the public, private and civil society sectors. First of all, the article highlights the main characteristics of public policies and spatial planning in Santiago as well as their relevance in the process of urban development. Second, it examines the sociopolitical conditions that either facilitate or hamper policy and planning efforts. The contribution concludes that if the task of improving urban policy and planning is to be taken seriously, it must go hand in hand with addressing overall problems of urban governance.

The perception of immigration to Germany in the media, public discourse, and political debates is ambivalent. One perspective stresses the problems of immigration by characterising migrant settings as “parallel societies” inhabited by people who are reluctant to integrate into the receiving society. On the other hand—and with a particular focus on demographic change and the economic sustainability of the Federal Republic of Germany—the presence of migrants is increasingly seen as a source of valuable contributions. This paper elaborates on such perceptions of migrants as assets. Informed by an internet based study the paper explores in how far local authorities in Germany acknowledge and support the potential contributions of migrant populations to local and regional development processes. Our findings reveal that attempts to tap into the potential of migrant communities are largely restricted to big cities. Outside major agglomerations migrants tend to be primarily seen in the light of their assumed need for support to integrate into local job markets and societies. The focus then is on education and social policy issues rather than the promotion of economic or urban development. Drawing on these findings, we argue that migrant economies in particular bear considerable, yet hardly recognized resources for urban and regional development. Policies geared towards the targeted support of economic actors with migratory backgrounds would help to mobilize these resources.

As trust is essential for close mutual cooperation, trust between entrepreneurs running SMEs (small and medium-sized enterprises) has been increasingly acknowledged as an important factor in regional economic development. However, one of the main problems of post-socialist economies is that the increased need for entrepreneurial trust is thwarted by conditions discouraging the creation of trust. In order to investigate this problem, an empirical study was carried out among ICT entrepreneurs in eastern Germany to examine the main aspects of trust identified in the recent literature on SMEs and entrepreneurship. The findings revealed that although barriers impeding the emergence of inter-entrepreneurial trust do not necessarily exist in a lagging, transforming region such as eastern Germany, its development may prove more difficult than elsewhere. Problems can be attributed to ‘legacies of socialism’ in the knowledge patterns of ‘post-socialist entrepreneurs’ and, more importantly, their perception of a general lack of market power. However, actual problems of building entrepreneurial trust can usually be resolved by careful reflection on the part of those concerned.

German cities have experienced a vibrant process of suburbanisation in recent decades. In the face of current demographic change there is a need to reassess the phenomenon of suburbanisation in terms of how it affects the quality of life of the elderly. Based on a case study in the Leipzig urban region this paper analyses the options and opportunities of elderly suburbanites to satisfy their daily needs, maintain their social networks and pursue an independent life in their suburban living environments. At large the presented results are not suited to prove the frequently assumed negative impact of suburbanisation on the elderly.

Displacement from one’s home is a contested issue, not only in actual urban politics but also in urban research. Empirical studies rely on rather different notions of displacement, which makes a coherent picture of the phenomenon difficult to obtain. In this article, we first deal with the conceptual ambiguities in the debate on displacement so as to carve out an empirically viable definition of direct displacement that focuses on the decision-making process before a relocation. We then present and discuss our own empirical findings on displacement. Finally, we reflect on possible conclusions one could draw from these findings in relation to housing policy. Our empirical results come from a survey we conducted of more than 2,000 tenants who had recently moved from their homes in Berlin, Germany. We found that more than 15% of the respondents had experienced direct displacement. A rent increase after refurbishment or the selling of the property proved to be the most common triggers of displacement. Addressing these particular issues therefore appears to be critical to curbing displacement in tight housing markets.

Das Buch gibt einen regional- und unternehmenssoziologischen Einblick in die Transformationswerkstatt ostdeutscher und polnischer Unternehmensgründer im klein- und mittelständischen Wirtschaftssegment. Umfassende Interviews und Fallstudien in verschiedenen Branchen (Informationstechnik, Bau, Textil) bilden das anschauliche Material, an Hand dessen kognitive und biografische Ressourcen für die Herstellung von Vertrauensbeziehungen, Kooperationen und Unternehmensvernetzungen in ihrer Wirkungsweise detailliert analysiert werden. Die jeweiligen regionalen Handlungsbedingungen und Interaktionskonstellationen sowie die durch sie ermöglichten Begegnungen und Lernprozesse der ökonomischen Basisakteure erweisen sich als wichtige Faktoren für die Mobilisierungsfähigkeit sozialen Kapitals gerade in ostmitteleuropäischen Transformationsregionen.
